After nearly four years of conflict and failed peace efforts, a new U.S.-backed proposal aims to end the Russia-Ukraine war, but has caused significant concern. The 28-point plan, presented to Ukraine last week, reportedly demands Ukraine cede the entire Donbas region to Russia, limit its military to 600,000 personnel, and be barred from NATO membership or hosting NATO troops. In return, Russia would commit to no further attacks, facing sanctions if violated. Kyiv and European allies have expressed alarm, viewing the plan as rewarding Russian aggression. They have offered counterproposals, seeking to remove military caps, keep NATO membership open, and postpone territorial discussions until after a ceasefire. U.S. President Donald Trump, optimistic about a deal, announced he is sending envoy Steve Witkoff to meet Russian President Vladimir Putin next week, while Ukrainian and European leaders await crucial responses from Washington and Moscow.
